I certainly think that Mr. Tarrant has cause for complaint; but I do not see any cause of complaint whatever against the Acting Attorney General upon whose own initiative the prosecution entered against Mr. Tarrant was commenced, and was withdrawn by him. I have only to remark that were a vacancy to offer suitable to Mr. Tarrant's qualifications and position in life, I should not of my own accord offer it to him, being of opinion that he is not a desirable person for employment in the Public Service.

In explanation of the better judgment from Mr. Gaskell, the responsibility was withdrawn by that Officer 3 months before my arrival in the Colony. Under these circumstances, I did not consider it necessary to re-open the question, in which conclusion Mr. Sterling, the Attorney General, concurred. Mr. Sterling is, as well as myself, entirely unconnected with the Proceedings instituted against Mr. Tarrant - they were commenced and withdrawn by Mr. Molloy Campbell when acting Attorney General.
